Use of a single or extension ladder

A single or extension ladder shall only be used to undertake light work tasks at a height, where other means of height access equipment (e.g. elevated work platform) is not available or not practicable to use given the circumstances.

  • Workers setting up and using a single or extension ladder for the purpose of gaining access to a height shall be provided information, instruction, training and supervision as to the correct method of inspecting, setting up and using a single or extension ladder to undertake light work.

Light work

  • Light work means work that is light having regard to:
  • Amount of physical exertion involved;
  • Physical capacity of a worker doing the work;
  • Range of movement involved;
  • Weight or bulk of materials or equipment involved.
  • Use of a medium or heavy-duty angle grinder whilst working from a working platform is not classified as light work. Light work would typically include but not be limited to:
  • Painting;
  • Installing bolts to connections, etc;
  • Performing inspections or tests.

Consultation

Consultation shall occur between line management, workers and health and safety representatives as to the method of setting up and using a single or extension ladder for the purpose of gaining access to a height.

The process of consultation shall assess the hazards generated as a result of setting up and using a single or extension ladder and take into consideration:

  • Height of the task and whether it is defined as light work;
  • Could an alternative means of access or height access equipment be used with less risk to the user;
  • Selection of the correct single or extension ladder e.g. type, size, etc dependant upon height and task to be performed;
  • Inspection of single or extension ladder to assess condition and usability of single or extension ladder;
  • Is the user likely to side load the ladder or overreach;
  • Can a user maintain 3 points of contact when climbing or working from a single or extension ladder;
  • Is the user required to carry materials when using the single or extension ladder;
  • Inspection and set-up of single or extension ladder to determine its condition;
  • Movement and shifting of single or extension ladder due to ground surface e.g. slope, compactness;
  • Method and means by which a single or extension ladder shall be secured or restrained to prevent its movement;
  • Environmental hazards and risks to workers e.g. steel starter bars;

  • Workers undertaking the set-up and use of a single or extension ladder shall be trained as to any new control/s to be implemented and informed as to the hazard notification process should additional hazards be identified.
