Control measures for working in ceiling spaces

Control measures to eliminate or minimise the risk of death, serious injury or illness to workers when working in ceiling spaces in the performance of a work task are addressed in the working in ceiling spaces safe work method statement as per the following:

  • Workplace consultation with workers as to the safe access and egress, and working in ceiling spaces as per work health and safety legislation.
  • Working in ceiling spaces hazards and hazards in the workplace as a result of working in a ceiling space.
  • Planning and preparation with identifying potential hazards, safe access and egress and working in ceiling spaces.
  • Completion of confined space entry permit and work permit, where identified in a risk assessment.
  • Identification, inspection and testing of electrical circuits, services and sources in a ceiling space.
  • Inspection of ceiling space and immediate work area for potential hazards.
  • Working in an established exclusion zone for an overhead electrical service or electrical part.
  • Identification of asbestos containing materials and products in a ceiling space.
  • Identification and handing synthetic mineral fibre SMF materials.
  • Identification, handing and removing vermin infestations and droppings.
  • Decontamination of plant used to vacuum respirable SMF fibres and vermin infestations.
  • Personal decontamination after handling of synthetic mineral fibre SMF materials and vermin infestations.
  • Controls to be implemented when working in ceiling spaces having an extreme temperature e.g. maintain hydration levels, ventilation, etc.
  • Work at heights when accessing and working in ceiling spaces requiring use of an elevated work platform EWP, fall arrest system.
  • Selection and use of insulated tools when undertaking live electrical work on energized electrical equipment.
  • Duties and responsibilities of an assigned safety observer when undertaking live electrical work on energized electrical equipment.
  • Live electrical work on energized electrical equipment.
  • Safe access and egress to and working in ceiling spaces.
  • Restore power to electrical equipment.
  • Hazardous manual tasks identifying manual handling risks and manual handling techniques to be implemented when working in ceiling spaces.
  • Controls for managing risks of hazardous chemicals in the workplace and the safe handling of chemicals, decanting and use of hazardous chemicals, hazardous substances and dangerous goods associated with working in ceiling spaces.
  • PPE personal protective equipment requirements as per a risk assessment for working in ceiling spaces.
  • Workplace health and safety training for employees addressing construction skills training and work safety training relevant to the working in ceiling spaces.
  • Workplace housekeeping addressing safety issues in the workplace when working in ceiling spaces.
  • Compliance with specific control measures imposed by a workplace health and safety regulation, code of practice and australian standards ASTM D178-01 Standard specification for rubber insulating matting, AS 1657 Fixed platforms, walkways, stairways and ladders - Design, construction and installation, AS/NZS 1715 Selection, use and maintenance of respiratory protective devices, AS/NZS 1891.4 Industrial fall-arrest systems and devices - Selection, use and maintenance, AS/NZS 1892.1 Portable ladders - Metal, AS 1892.2 Portable ladders - Timber, AS/NZS 1892.3 Portable ladders - Reinforced plastic, AS/NZS 1892.5 Portable ladders - Selection, safe use and care, AS 2865 Confined spaces, AS/NZS 3000 Electrical installations, AS/NZS 3012 Electrical installations - Construction and demolition sites, AS/NZS 3017:2007 Electrical installations - Verification guidelines, AS/NZS 3760 In-service safety inspection and testing of electrical equipment, AS 4741 Testing of connections to low voltage electricity networks, AS/NZS 4836 Safe working on or near low-voltage electrical installations and equipment, AS/NZS ISO 31000 Risk management - Principles and guidelines, HB 213 Guidelines for safe working in a confined space.
  • Operational risk assessment of workers undertaking a hazard identification and risk assessment of safety hazards and risks when working in ceiling spaces.
  • Failure to monitor implemented safety controls as per the health and safety hierarchy of control measures.
  • Risk matrix and descriptors incorporating risk analysis matrix, risk probability matrix and risk consequence matrix.
  • Other hazards, other risks at a workplace and work health and safety procedures and controls identified when working in ceiling spaces.

Working in ceiling spaces

Ceiling spaces are defined to be any space between a suspended ceiling, constructed of any material, and the slab, roof or deck above it.

  • Hazards associated with ceiling spaces include, but are not necessarily limited to, friable asbestos, electrical shock, falls from ladders and other mechanical and physical hazards.

Tasks

Tasks associated with working in a ceiling space would include:

  • Planning and preparation to identify all potential electrical safety hazards and electrical risks as per live electrical work safety procedure when working in a ceiling space or cavity;
  • Identification, inspection and testing of electrical circuits, services, etc;
  • Identification of hazardous materials e.g. asbestos containing materials and products, synthetic mineral fibre SMF materials and vermin infestations;
  • Decontamination of plant and personal decontamination processes;
  • Controls to be implemented to avoid dehydration where extreme temperatures and humidity are present;
  • Working at heights requiring use of an elevated work platform EWP, fall arrest system, etc;
  • Selection and use of insulated tools used on energized electrical equipment, circuits, services;
  • Duties and responsibilities of an assigned safety observer;
  • Undertaking work on energized electrical equipment;
  • Entering and undertaking work within a ceiling space or cavity;
  • Restoration of power;
  • Hazardous manual tasks when accessing and undertaking work in a ceiling space;
  • Selection and use of personal protective equipment;
  • Compliance with specific controls as per a work health and safety regulation, code of practice, australian standard;
  • Assess the risk to workers accessing and undertaking work in a ceiling space.

Health and safety training

A person conducting a business or undertaking (PCBU) has a health and safety duty to provide workplace health and safety training for workers as to how to access and work in a ceiling space when performing a work task.

Training employees as to the safe work procedures when accessing and working in a ceiling space shall include:

  • Health and safety information as to work in ceiling safety.
  • Health and safety instruction as to the safe access and egress, and working in ceiling spaces.
  • Health and safety training e.g. on the job training relevant to safe work practices implemented when working in ceiling spaces.
  • Training supervision of workers in the implementation of safe work procedures when working in ceiling spaces as per workplace health and safety training requirements.
